As for fast power metal bands (with what i consider a high overall tempo) (excluding ballads, etc) that are also awesome, I'll list a few. Also note, I'm excluding bands that lean more towards folk or melodeath, as he has asked for power metal):
Stormwarrior - really fast viking metal Timeless Miracle - damn fast power metal Moonlight Agony - fast, dark power metal (only their first CD though, as their second is progressive) Nightscape - damn good unknown group, great melodies and play reasonably fast ReinXeed - very fast, melodic power metal Wildpath - great female fronted power metal that isn't slow Pertness - pretty fast unknown power metal band Luca Turilli - hs first 2 side-project CD's are awesome, especially if you enjoy Rhapsody of Fire Iron Savior - A MUST HAVE if you enjoy fast power metal Insania (Stockholm) - great, fast power metal Guardians of Time - great power metal band with nice, quick tempo Forgotten Tales - great, quick, female fronted power metal Fairyland - they're quite fast fantasy metal, their first CD (Of Wars In Osyhria) is really fast and has great melodies Dark Moor - this band has released slower material, but overall they are nice, fast, and melodic Custard - really good power/speed metal, very underrated but awesome Crystallion - great crusader power metal Cryonic Temple - awesome, fast power metal
There's more, and i left out bands already recommended (Gamma Ray, Cardiant, Heavenly, etc)
That's just some of the faster power metal around, probably not as fast as Dragonforce, but hey - not many are, because it gets silly
